Summary of 2025 Reforms in the National Guard

As the Armed Forces of Ukraine transition to a corps–brigade structure, numerous units are being expanded or created from scratch to support the newly established corps formations. The National Guard has also formed two corps-level formations and continues to grow and expand, albeit more quietly alongside the Armed Forces of Ukraine. We have summarized all developments in the National Guard of Ukraine so far in 2025.

Foreigners allowed

The most significant change in the National Guard is that several units have opened their ranks to foreign volunteers. These include:

Several National Guard units, including the Azov Brigade, Khartiia Brigade, and Spartan Brigade, have already been accepting foreigners into their ranks for some time.

One new unit and expansion

A new unit, officially named the Support Regiment, has been established within the structure of the National Guard. It is the first formation of its kind in the Guard and is expected to provide support to corps formations on the frontline. Unlike the majority of units, it has not been given a numerical designation and exists solely under its official name. The regiment is being formed in Odesa Oblast under the military unit number 3116.

The 7th Battalion (formerly the 75th Battalion), based in the city of Zhytomyr, has been expanded into a regiment and is now designated as the 38th Regiment. The unit has also received a new insignia, which can be seen below.

Full names of corps units

Both corps have officially revealed their full names. The 1st Azov Corps is legally designated as the Operational-Tactical Unit Command of the 1st Corps of the National Guard of Ukraine “Azov”, while the 2nd Khartia Corps is officially named the Operational-Tactical Unit Command of the 2nd Corps of the National Guard of Ukraine “Khartia.”

The naming confirms that a corps within the National Guard consists solely of a management and command body responsible for leading the formation. All combat and support units remain separate, with no linear units directly subordinated to corps command.

The brigade numbers of the National guard are dublicating with the brigade numbers of Ground Forces, for example – 14 БрОП = 14 ОМБр
