President Volodymyr Zelenskyy has appointed<\/a> Maj. Gen. Mykhailo Drapatyi, commander of the Ground Forces, to also lead Strategic Group Khortytsia (OSUV Khortytsia). Drapatyi now heads both the largest segment of the Armed Forces of Ukraine and its largest strategic group.<\/p>\n\n\n\n

He succeeds Maj. Gen. Andriy Hnatov, who has been appointed Deputy Chief of the General Staff. Hnatov will focus on enhancing the training of operations staff and improving coordination between rear staff and those deployed on the front line. He led OSUV Khortytsia from April 2024, when he replaced Lt. Gen. Yuri Sodol.<\/p>\n\n\n\n

OSUV Khortytsia is the largest troop group within the Armed Forces of Ukraine, responsible for the entire eastern front, spanning from Velyka Novosilka in Donetsk Oblast to Kharkiv. As part of the ongoing reformation of the Defense Forces and the shift toward a corps\u2013brigade structure within both the Army and the National Guard, the command is actively disbanding Tactical Groups (TGs) and Operational Tactical Groups (OTUs). MilitaryLand recently reported<\/a> on the dissolution of Operational Tactical Group Donetsk<\/a> and Operational Tactical Group Luhansk<\/a>. This restructuring aims to streamline the command hierarchy by eliminating the intermediate layer between Army leadership and corps formations\u2014a move many hope will enhance coordination and operational efficiency.<\/p>\n\n\n\n

Although the number of command bodies is formally being reduced, the corps reform has led to the creation of a new temporary structure\u2014the Grouping of Forces. One such group is already operating in the south: the Defense Forces of Southern Ukraine<\/a>, which replaced the Operational Strategic Group Tavria<\/a> in late 2024.<\/p>\n\n\n\n

The groupings will serve as frontline extensions of the operational commands, overseeing the corps operating within their respective areas. For example, Operational Command East is expected to establish a Grouping of Forces East (or a similarly named formation) that will be responsible for commanding the 3rd<\/a>, 9th<\/a>, and 11th Army Corps<\/a>. The decision to retain Operational Strategic Groups (OSUV), such as Khortytsia<\/a>, now seems even more puzzling, as it adds yet another layer to the already complex command hierarchy.<\/p>\n\n\n\n

As illustrated in the diagram above, the number of layers in the command hierarchy remains unchanged. Tactical Groups have been replaced by Corps formations, and Operational Tactical Units (OTUs) have been succeeded by Groupings of Forces. The key difference, however\u2014and a significant one\u2014is that corps now have a permanent structure and are directly responsible for the units under their command. However, as MilitaryLand reported recently<\/a>, the corps have not yet assumed command of their designated brigades and are currently overseeing temporarily assigned units, as the combat situation prevents proper rotations from being carried out.<\/p>\n\n\n\n

The four operational commands of the Ground Forces \u2014 West, North, South, and East \u2014 will continue to focus on broader responsibilities, including manning, training, and ensuring the combat readiness of their assigned units at the corps level, rather than at the brigade or battalion level as is currently the case.<\/p>\n\n\n\n

What\u2019s now unfolding\u2014largely out of the spotlight\u2014is that as corps formations assume responsibility for segments of the frontline, operational commands are simultaneously creating groupings of forces and deploying officers to the combat areas. Its final day operating under the Khortytsia name was August 7, 2025, and from August 8 it began operating under the Dnipro name. The Commander-in-Chief of the Armed Forces of Ukraine, General Oleksandr Syrskyi, has decided to disband the largest and last remaining operational strategic group, Dnipro, formerly known as Khortytsia. According to sources<\/a> close to Ukrainska Pravda, the group was dissolved at the end of September.<\/p>\n\n\n\n

The strategic group, led by former Ground Forces Commander Mykhailo Drapatiy, had been responsible for almost the entire active front line, from the border of Zaporizhzhia and Donetsk oblasts to Kharkiv Oblast. Its responsibilities will now be transferred to new \u201cgroupings of troops,\u201d temporary command structures that serve as combat extensions of the Operational Commands.<\/p>\n\n\n\n

Drapatiy will continue as the Commander of the Joint Forces and, according to Ukrainska Pravda, will take command of one of the groupings of troops in the north-eastern direction. His area of responsibility will be reduced by about half.<\/p>\n\n\n\n

The Operational Strategic Group Dnipro was formed shortly after Russia\u2019s full-scale invasion of Ukraine in 2022, based on the existing Joint Forces. Since its creation, it had been led by Oleksandr Syrskyi until his appointment as Commander-in-Chief of the Armed Forces.
