While officials have not provided further details, information about the incident surfaced online through relatives of the fallen soldiers. TSN journalist Dmytro Sviatnenko wrote on Facebook<\/a> that his brother, Volodymyr, was killed in the rear area when servicemen had gathered for an award ceremony. Volodymyr served as a drone strike operator with the 35th Marine Brigade.<\/p>\n\n\n\n\n\u201cAt a time when we are desperately short of people to defend Dnipro from the Russian offensive in the Pokrovsk direction, on November 1, in the Dnipropetrovsk region, some internal enemy gave the order to line up the brigade\u2019s best pilots and infantrymen on the parade ground for an award ceremony. My brother was killed on Saturday. He was killed by Russians \u2014 but not on the battlefield. Deep in the rear. He and his comrades were gathered on the parade ground to receive awards. They gathered the best \u2014 the best pilots and infantrymen of the brigade \u2014 on open ground, under command orders. Ballistics flew in. The story of negligence, or perhaps something worse, repeated itself,\u201d<\/em> Sviatnenko wrote.<\/p>\n<\/blockquote>\n\n\n\nAnother confirmed casualty<\/a> is Staff Sergeant Kostiantyn Huzenko of the 35th Marine Brigade, who served in the brigade\u2019s communications department.<\/p>\n\n\n\nFailure of the system<\/h2>\n\n\n\n
This incident reflects a clear failure of command. It is astonishing that, in the fourth year of Russia\u2019s full-scale invasion, some Ukrainian officers still order servicemen to gather in open areas near the frontline for ceremonial events. Such decisions demonstrate not only negligence but a disregard for basic security protocols. The commanders responsible must be immediately suspended and face serious consequences.<\/p>\n\n\n\n
On June 1, 2025, the commander of the Ground Forces, Mykhailo Drapatyi, resigned<\/a> following the tragedy at the 239th Training Center, where a Russian strike killed soldiers from a training battalion.<\/p>\n\n\n\n\nI didn\u2019t press hard enough, didn\u2019t persuade, didn\u2019t change the attitude toward the soldier in formation.<\/em> Cronyism and impunity are poison to the army. I tried to root them out of the Ground Forces. But if tragedies keep repeating, it means my efforts were not enough,\u201d<\/em> said Drapatyi.<\/p>\n<\/blockquote>\n\n\n\n<\/p>\n\n\n\n
Law enforcement agencies are currently conducting an investigation to determine all the circumstances surrounding the incident. The commander of the Katran Unmanned Systems Battalion of the 35th Marine Brigade has been taken into custody without the option of bail following a Russian strike on November 1 that killed both military personnel and civilians, the Prosecutor General\u2019s Office reported<\/a>.<\/p>\n\n\n\n\n\u201cThe commander of the unmanned systems unit, suspected of negligent service during martial law that led to grave consequences \u2014 the deaths of 12 servicemen and 7 civilians \u2014 has been remanded in custody without bail at the request of prosecutors,\u201d<\/em> the statement said<\/a>.<\/p>\n<\/blockquote>\n\n\n\nAccording to the investigation, the officer organized a ceremonial formation and award presentation for more than 100 servicemen in Dnipropetrovsk Oblast \u2014 in an area also populated by civilians. Despite existing regulations prohibiting large gatherings of personnel and requiring dispersion, the commander allegedly failed to halt the ceremony and order dispersal after an air alert was announced.<\/p>\n\n\n\n
However, this version contradicts standard procedures for organizing official award events. Commanders of linear units cannot independently arrange ceremonies in the rear or withdraw personnel from combat duties; such events require authorization at the brigade level. In this context, the detained commander may have been following higher orders rather than acting independently.<\/p>\n\n\n\n
According to a husband of one of the serviceman, it was a ceremony for the anniversary of the battalion, and the presence of all servicemen was mandatory.<\/p>\n\n\n\n
Journalist Dmytro Sviatnenko \u2014 who earlier reported on the death of his brother in the strike \u2014 told Suspilne<\/em> that relatives of other servicemen have since contacted him, confirming that the brigade\u2019s leadership had planned the award ceremony.<\/p>\n\n\n\n\n\u201cA fellow serviceman of my brother, who was simply late for the event, told me that the battalion is no longer combat-capable \u2014 it lost 80% of its strength,\u201d<\/em> Sviatnenko said<\/a>.<\/p>\n<\/blockquote>\n\n\n\nFollowing the enemy strike, the Katran Battalion lost at least 12 servicemen, with dozens more wounded.
