Do we know what the B23 relates to? It isn’t unique to the vehicle as at least one other Gaz Tigr-M has been spotted with this on the side – see this one from Oryx’s list 4431 — Postimages (postlmg.cc) I think it therefore relates to a unit, maybe a Battalion?
From the hood this would appear to be a Tigr-M.
